PLAYER ELIGIBILITY     

            Division U10: 8/1/97 - 7/31/99; includes U9: 8/1/98 – 7/31/99

            Division U12: 8/1/95 - 7/31/97; includes U11: 8/1/96 – 7/31/97

            Division U14: 8/1/93 - 7/31/95; includes U13: 8/1/94 – 7/31/95

Players must be insured by their own regions. Toiyabe League registration does not provide player insurance.

PLAY

1. Games will be conducted in accordance with the AYSO National Rules and Regulations, and AYSO regulations and policies regarding supplemental play. Both are available at www.soccer.org. All coaches, officials and other volunteers in the league are responsible for learning the AYSO regulations and policies. These may be found at www.soccer.org under the link for AYSO RESOURCES.

   All coaches MUST take or have previously taken AYSO Safe Haven. All coaches should be taking AYSO Coach training and other coaching clinics when available.

2. Each player on a team must play a minimum of one-half of each game.

3. Both teams shall occupy technical areas on the same side of the field, with the spectators on the opposite side. The technical areas shall run from the halfway line to 10 yards from the halfway line and are set back at least one yard from the touchline. Two coaches (and ONLY two coaches) are allowed to be in the technical area for each team and their remarks shall consist of positive, technical instruction to their respective teams.

4. Coaches are responsible for the actions of their players, parents and spectators.  All coaches and parents must read and sign the Parent Code of Conduct sheet.  Unsporting behavior, verbal abuse of referees, players, or other coaches or parents, will not be tolerated.  Incidents will be reported to division coordinators and reviewed by a disciplinary committee, and may result in forfeiture of a game(s), or expulsion from the league, or both.

5. Free substitution will not be used. Substitution will be allowed only at the quarter/half break and player injury. Substitution occurs at the referee’s consent.

6. Play Format:

U-10 will play 25 minute halves with 7 players on a side, 10 Player Roster.

U-12 will play 30 minute halves with 9 players on a side. 12 Player Roster**

U-14 will play 30 minute halves with 6 players on side. 9 Player Roster**

5 minute breaks at half time for all divisions or at the discretion of the referee due to weather. Clock is to keep running at quarter break substitution.

** Roster Numbers may be different depending on the region player numbers as some regions would prefer not to cut one or two players from the team if they want to play. U12 play of 9v9 may be increased to 10v10 or 11v11 if mutually agreed by the coaches for teams with larger roster numbers. This is to allow the transition year for teams that have larger rosters for the 11v11 play of last year. National short sided rules should be observed for all other play. 

7. Tie games will not go to a shoot-out.

8. League Standings; A team who wins a game will be awarded 5 points, a tie will be 2 points and a loss will have no points awarded. If a team scores more than 5 goals differential over the opposing team’s total, a point will be deducted for each goal over the five goal differential. A few examples are; the final score is 7-1 the winning team will be awarded only 4 points, penalized a point for going over the allowed 5 goal differential. An 8-1 score would give the winning team 3 points towards the league standings, having 2 points deducted for exceeding the goal differential.

9.  We encourage the extra player rule to make games more competitive when teams are trailing by more than 4 or 5 goals.

10.  Winning and losing teams and referees will report scores via the online form located at www.ToiyabeSoccer.org.

11. Injury reports shall go to the League Coordinator and to the appropriate Regional Commissioner of the home region of the player or volunteer.  

GENERAL  CONDUCT

1. Spectators, players, and coaches shall behave in an appropriate manner at all times when attending League events. Inappropriate behavior – including spectator behavior – will not be tolerated and may result in being temporary or long-term bans from attending League events. The League Coordinator must be informed of player, coach, or spectator expulsions. 

REFEREES

1. Each team must have two AYSO certified referees (Regional Referee or higher certification) to center home games. Teams without a referee to center home games will forfeit the game. Coaches do not count as a team referee. This Applies to all regions!

 2. Each team shall also have at least two certified assistant referees. Each team shall provide one AYSO certified Assistant Referee (or AYSO certified Referee) to assist the center referee to ensure a safe, fair and fun match. In the event that certified referees or certified assistant referees are not available to assist the center referee, club linesman shall be used. Club linesman shall be instructed by the center referee in how to indicate whether the ball is in or out of play but shall not be relied upon to call the offside infringement.

 3. A referee’s decision is final. Coaches, spectators and players are not to question the referee’s calls (see above).

4. Coaches are NOT to enter the playing field without referee’s permission.

5. The League Coordinator () and the League Referee Administrator (ToiyabeRef@aysocarsoncity.org) shall be notified of EVERY send-off (red card). Reports can be sent by email or by filling the online form at www.ToiyabeSoccer.org and can be short. Send-off reports should contain more details about the event. Game cards should be placed in the drop off box by the snack bar at the completion of all games.

Players who are sent off must leave the technical area and, if appropriate adult supervision is available, should leave the playing fields entirely. Coaches who are sent off must leave the playing fields and their immediately surrounding area. Send-offs result in a mandatory one-game suspension from participation and, depending upon the decision of the Disciplinary Committee, may result in additional suspension or expulsion.

The League recognizes that referees my benefit from constructive criticism. As a coach, you may wish to report a problem, or potential problem, with a referee’s performance on the field. If so, then please do so in this way:

(A)              Think through the problem you wish to report so that you can tell us what was lacking in the referee’s officiating. For instance, “the referee seems to lack knowledge of goal kicks – he insisted that the ball had to exit the penalty area across the line parallel to the goal line and kept bringing the ball back when it left the penalty area on the sides”. This is far more helpful than: “this guy is an idiot who doesn’t know the rules.”

(B)              Recognize that neither you nor we can take back the call. Our mutual goal is to get the right call the next time.
